The Pampanga SHINE Program is an activity part of the initiatives in the capacity-building project of the Department of Public Works and Highways (DPWH) under the Pinatubo Hazard Urgent Mitigation Project (PHUMP III) being implemented by the People's Disaster Risk Reduction Network Inc. (PDRRN) with technical support and ideas being provided for by the Pampanga River Flood Forecasting and Warning Center (PRFFWC).
The initial program area which is basically featured in this website is the San Jose Matulid Elementary School (SJMES) in the town of Mexico, Province of Pampanga. It is also the first program of SHINe done in the elementary level. The program started in the last quarter of 2010.
